Reports suggest that in 2018 administration reorganised the National Security Council team and some of the members were moved to a different unit.According to the report published by Washington Post, on May 11, 2018, Rear Adm. Timothy Ziemer who was leading the pandemic response team left the administration while two members of Ziemer's team had been merged into a different unit as part of the restructuring the NSC, as was announced by national security adviser John Bolton.

Factcheck.Org while debunking this states that Rear Adm. R. Timothy Ziemer left his post as senior director of that office amid a reorganization of NSC and wasn’t replaced in 2018. At the time that some team members were shifted to other groups, and others took over some of Ziemer’s duties. NSC spokesman at the time said the administration remains committed to global health, global health security and biodefense, and would continue to address these issues with the same resolve under the new structure.

Politifact reports that in 2018 there was an abrupt change to key national security posts of National Security Council and never replaced.

By these findings, it is evident that the few staffs of NSC had left the team and some of them moved to other groups also there is no official statement or report by Whitehouse for dissolving the whole NSC's pandemic team.
