Besides, an extract of the document (screenshot of the TikTok rules for Cyberbullying: Autism, Down Syndrom ) cited by Netzpolitik also confirms that the rules of moderation followed by the company were purposefully dealt with disabled users.

According to BBC News, a spokesperson of Tiktok confirmed that the company was preventing the differently-abled user's videos from going viral as a measure to stop cyberbullying and admitted it went wrong.
