The claim is false - CBSE has announced no such changes to the grading system. The Press Information Bureau fact-checking team also tweeted to clarify that the claim about the reduction in passing marks to 23 percent is fake and that the central government has made no such decision. However, the board has reduced the syllabus for this year's board examination for both Class 10 and 12 by 30 percent considering the challenges of online learning faced by teachers and students due to the coronavirus pandemic.
