The crowd was protesting because of the extended quarantine, which was not necessary in a state with relatively few confirmed cases of COVID-19. One of the protesters named Dolores, a hairdresser, told AFP that she was not eligible for unemployment because she was a business owner, not an employee, so she wants to save her business.

According to the BBC on 21 April 2020, the protesters said that the stay-at-home measures imposed by state governments to control the spread of COVID-19 were an overreaction. Some also said keeping those restrictions in place too long would cause long-term damage to local economies.
