Union HRD Minister Arjun Singh had called PM P.V.Narasimha Rao from the station master's room at New Delhi Railway station on Dec. 3, 1992. Veteran Congressman Arjun Singh has written in his posthumous autobiography 'A Grain of Sand in the Hourglass' that on December 3, 1992, Arjun Singh had decided to go to Ayodhya to check the ground reality. He had a schedule to board the Lucknow Mail to reach Uttar Pradesh capital and then catch another train to Ayodhya. He suddenly received an urgent message at New Delhi Railway Station that he should immediately call then-Prime Minister P.V.Narasimha Rao. Singh quickly went to the station master's room and rang up the prime minister.
When he called the prime minister, he was in a very agitated mood. He wanted to know why Singh was going to Ayodhya without his permission. To this, Singh responded that he was free to travel to any part of the country and was going to Ayodhya to see what exactly was happening there. The prime minister then asked Singh to meet the Uttar Pradesh chief minister, Kalyan Singh, while he was in Lucknow to find out what he was planning to do.
