The notice indicated that teachers were restrained from their participation in a radio broadcast or to write on any critical subjects that could harm the relationship between the institution and the central government or any other state government. Teachers are allowed to write on literary and scientific topics but not on politics.

IIT Kharagpur Registrar B.N.Singh stated that such notices were issued regularly to newly recruited staff to give them an idea about specific service conduct rules for the central government and that it was not a gag notice but only a general one.

The Conduct Rules are part of the Institutes of Technology Act, 1961.
