Joe Biden did not sign blank papers and higher quality videos and images show text on the papers.

On President Joe Biden's first day in office, he signed several executive orders, including keeping the United States in the World Health Organization, rejoining the Paris Agreement, and strengthening measures to combat COVID-19. At the same time, several people on social media claimed that Biden was signing blank pages. However, that is not true. AFP Fact Check found that when videos and photos of Biden signing the papers were viewed in higher quality and increased the contrast of screenshots of the video using Photoshop, there was text visible on the pages.
