Trump did expand the eligibility for the VA Choice Program, but it was passed under the Obama administration in 2014.The Congress passed the Veterans Choice Program with overwhelming bipartisan support under former President Barack Obama during his second term in 2014. Trump perhaps was referring to a law that he signed which consolidated Veterans Choice and other existing programs into a single Veterans Community Care Program. The Choice program was passed following a scandal over wait times at Veterans Affairs facilities. It came to light that some veterans had died waiting for months to get an appointment at a VA medical facility in Phoenix, Arizona. The program started allowing veterans to seek care outside the VA system.

Trump signed into law the Veterans Community Care Program in 2018, which modified and expanded the private-care program created by the Choice bill. It expands the criteria for those who seek care outside of the VA health care system.

Though Trump has used executive orders to advance veterans-specific policies, it is egregious to claim that he is responsible for getting the Choice program for Veterans.
