Pete Buttigieg's Democratic Party Primary Town Hall on CNN uploaded by US Presidential Debates supports the claim.According to Team Pete HQ's tweet, Pete Buttigieg says that he would make sure that the future of America would be better than the past. After completing this sentence, he gets a loud round of applause from the crowd in the event.

As per the footage of Pete Buttigieg's Primary Town Hall debate on 10 March 2019 uploaded by the US Presidential Debates, during the question and answer session (29.55 minutes) Buttigieg said that he would make sure that the future would be better than the past. After this sentence, there was no applause by the crowd in this video, but the crowd applauded at a different point of time when the anchor introduces another person to the crowd (resume the video at 30.08).

Therefore, it is proved that Buttigieg's campaign team inserted applause into a clip of him speaking during the 2019 CNN event.
