The draft rules were posted on the website Ministry of Road Transport and Highways (MORTH) in April 2021.

The government has notified the new rule by introducing the new registration mark, i.e., the Bharat series (BH-series) for new vehicles. The notification states the BH series would be available to all defense personnel, central and state government employees, central public sector undertakings (PSUs), and private sector companies with offices in four or more states or union territories. Accordingly, any vehicle with a BH mark will not require a new registration when the person relocates to a new state.

We could not find any reports or relevant documents suggesting that the UPA government under the leadership of former prime minister Manmohan Singh flouting the idea of a single registration of vehicles. Thus, we mark this claim as false as no evidence was found to support the same.
