MHA issued new guidelines for areas outside the containment zone. It increased the number of people allowed in social gatherings. The Ministry of Home Affairs (MHA) on Sept. 30 issued new guidelines under 'Unlock 5' in India. It allowed more relaxations to COVID-19 lockdown rules and has given states more flexibility in deciding the resumption of several activities. The new guidelines came in effect from Oct. 15.

These guidelines are concerned with opening entertainment zones, educational units, industrial and business activities, sports-exercise activities, and details regarding social gathering areas. Also, Standard Operating Procedures (SOP's) had to be followed, which were issued by State/UT governments or by the concerned sector/department concerning the guidelines.

While giving details about social gatherings, MHA announced, from Oct. 15, 2020, the State/ UT Governments will be given the flexibility to permit social/ academic/ sports/ entertainment/ cultural/ religious/ political functions and other congregations gatherings beyond the limit of 100 persons, outside containment zones. In closed spaces, a maximum of 50% of the hall capacity will be allowed, with a ceiling of 200 persons. Wearing face masks, maintaining social distancing, provision for thermal scanning, and the use of hand wash or sanitizer would be mandatory.
