He was the founder secretary of the Disaster Management Department of Bihar, who charted out the effective strategies required for the state.
He is also credited for facilitating the world's largest free food distribution during 2007 Bihar floods under the United Nations Development Programme's (UNDP) Disaster Risk Management Project.
