Telangana has passed an ordinance that allows delay or cuts in salary and pension payment to government employees due to public health emergencies.The Telangana Disaster and Public Health Emergency (Special Provisions) Ordinance 2020 issued on June 16 would be enforced for six months. It defines disaster, employee, pay, pension, and public health emergency. The government can lawfully defer payments, not exceeding half of the total monthly payment, in the event of an outbreak of any contagious disease or an epidemic or a pandemic, which affects the whole or part of the state as declared by the government. This would be applied to aided schools and college teachers, local self-government institutions, statutory bodies, universities, corporations, aided educational institutions, and such other institutions.
