The New York State Education Department's document and Mama Lisa's World, an International Music and Culture's website disproves the statement.According to the New York State Education Department's document (Ref. page no 57), the poem Twinkle, Twinkle, Little Star was written by the English poet, Jane Taylor and it was published in her book Rhymes for a Nursery in London in 1806.

As per the reports by Mama Lisa's World and Song Facts, Mozart wrote his variations on “Ah! Vous dirai-je Maman” a french poem in 1781-1782, but many people assume that he wrote the tune to Twinkle, Twinkle, Little Star. Therefore, it proves that Mozart did not compose the nursery rhyme 'Twinkle, Twinkle little star'.
