The National Police Chiefs' Council (NPCC) explained that when someone calls 999 and does not respond, the BT operators will transfer the call to the Silent Solution system. The operator would then ask the caller to dial 55 if speaking or making noise could put the caller in danger. However, dialing 55 does not allow police to track the caller's location. The caller is asked to dial 55 to confirm that the call is genuine and not a hoax or accidental call.

When the call is transferred to the local police force in the Silent Solution System, the call handler will attempt to interact with the caller by asking simple yes or no questions. If the caller cannot speak, the caller should listen carefully to the call handler's questions and instructions so that they can arrange help if needed.
