The traders in the border city of Dandong told Reuters that the Chinese textile firms are increasingly using North Korean factories to take advantage of cheaper labor across the border. The business is being operated by dozens of clothing agents in Dandong, China, acting as go-betweens for Chinese clothing suppliers and buyers from the United States, Europe, Japan, South Korea, Canada, and Russia.

Michelle O'Neil, national secretary of Australia's textiles union, said that the practice of having part of a company's order manufactured in China and the rest made in North Korea would have a 'Made in China' name on it. However, other products genuinely made in China are also assembled by North Korean hands.
