According to a report published by the New York Times, U.S. intelligence found that the Russian military in Afghanistan offered bounties secretly to Taliban-linked militants to kill American troops. The intelligence finding had been briefed to Donald Trump and the National Security Council sometime in early March. While officials came up with options ranging from making a diplomatic complaint to Moscow to escalating sanctions, the White House is yet to authorize steps according to officials.

Subsequently, an ad published by the Lincoln Project that features Dan Barkhuff, a former Navy SEAL, and now an emergency room doctor at the University of Vermont Medical Center, slammed the U.S. President for failing to take action in this situation. The Vermont Veteran claimed Donald Trump was either a coward or complicit. The Lincoln Project is a political action committee run by current and former Republicans who oppose Trump's presidency.
