President Donald Trump signed an executive order on April 10, 2020, to speed up oil and gas pipeline projects. The Executive Order seeks to promote private investment in the country’s oil and gas infrastructure, most prominently oil and gas pipelines, by abbreviating various permitting processes and updating regulations. The order calls for the Administrator of the Environmental Protection Agency to consult with states, tribes, and others before issuing new guidance and rules for states on how to comply with the Clean Water Act.

The Department of Transportation(DOT) should initiate rulemaking to update the safety regulations for liquefied natural gas (LNG) facilities and propose a rule to permit LNG to be transported in rail cars. The executive order ordered the DOT to finalize new regulations by May 2020, a deadline to propose a rule allowing liquefied natural gas to be shipped in approved rail tank cars, and directs the labor secretary to review whether investment fund managers who invest based on social goals are fulfilling their responsibility to maximize shareholder returns. Also, several agencies should submit reports to the President on topics, including the barriers of transporting natural gas and energy resources to New England.
