President Donald Trump signed the PACT Act on November 25, 2019, considering animal torture a national offense.President Donald Trump signed a bipartisan bill, Preventing Animal Cruelty and Torture Act (PACT Act) into law on November 25, 2019, claiming this measure would help us be more responsible and humane stewards of our planet. The PACT Act was first introduced in January by Democratic Florida Congressman Ted Deutch and his Republican colleague, Vern Buchanan, expanding the Animal Crush Video Prohibition Act 2010. The U.S. House of Representatives passed the bill in October.
PACT makes animal cruelty a federal felony. Under this act, a person will be prosecuted for crushing, burning, drowning, suffocating, or impaling animals, or sexually exploiting animals. Those convicted would face federal felony charges, fines, and up to seven years in prison.
