The tweet reads "Australia’s Home Minister has Corona. India is behind in every aspect. Smirk emoji.” (Translated from Hindi to English).

While the tweet is suggestive, she did not mention any names in her tweet and it is insufficient to conclude that she wishes that India's Home Minister Amit Shah gets infected by the coronavirus.
