The two parties signed a pact in 2008 to help maintain regular high-level exchanges between them and consult each other on important developments. A Memorandum of Understanding (MoU) was signed by the then Chinese vice-president and standing committee member of the CPC's politburo, Xi Jinping, and then-Congress general secretary Rahul Gandhi in the presence of his mother and Congress party president Sonia Gandhi. The MoU was signed to enrich the scope of India-China relations, dominated by trade and government-level exchanges, and to proclaim a new era of close political interrelations between the Communist Party of China and Congress, and consult each other over key international and regional issues.
