The official data proves that the Donald Trump administration did not competently assess the threat during the initial days of the COVID-19 outbreak.On 30 January 2020, the World Health Organisation Director-General declared the COVID-19 outbreak to be a Public Health Emergency of international concern. The next day, on 31 January the U.S. Department of Health and Human Services(HHS) Secretary Alex Azar declared the outbreak to be a Public Health Emergency according to Public Health Service Act(PHSA) Section 319, but despite that, the government announced a travel restriction only to China. Moreover, even after the first death was reported on 6 February, Trump had announced the National Emergency on 13 March, wherein the U.S. reported 1,701 confirmed cases and 40 deaths further, the Department of State advised the U.S. citizens to avoid all international travel on 31 March 2020.

Health officials in Santa Clara County said they have recognized at least three other people who died at home from COVID-19 before the first documented death in the Northern California county on 9 March. The COVID-19 crisis demanded a collective and immediate response but the U.S government did not appropriately evaluate the warning despite having at least two months to draft out a plan, and failed in its response once the crisis was full-blown.
