A video by South China Morning Post and an article by The Conversation say that residents were chanting motivational slogans in the building.
The South China Morning Post has uploaded the same video on YouTube on 28 January 2020. According to its video description, Chinese people in their apartments started shouting out of their windows and singing patriotic songs to cheer up each other and that residents found their way to boost their confidence.
A video documented and published in The Conversation article explains that residents have been shouting 'Wuhan, stay strong' out of their windows, from their apartment buildings to send words of support to fellow citizens in Wuhan, China.
Therefore it is proved that the video is of Wuhan residents chanting slogans and patriotic songs to boost morale in their apartment buildings and not of cries for help.
