
The Puducherry Congress government's majority had dropped to 10 MLA's hence Chief Minister Narayanasamy resigned from his office.
Earlier in July 2020, N Dhanavelu, an INC member, was disqualified under the Anti Defection Act. On Jan 28, 2021, Congress MLA E Theeppainthan resigned as MLA and joined the BJP. On Feb 15, 2021, MLA Malladi Krishna Rao had also resigned from the Congress government. Congress MLA John Kumar, a close confidant of Puducherry CM V Narayanasamy, resigned from Puducherry Assembly.
On Feb 17, 2021, the opposition leaders proposed a floor test arguing that the Congress government lost the majority. Hence, the Governor of Puducherry, Tamilisai Soundararajan, ordered a floor test on Feb 22, 2021. A day before the floor test in the Puducherry Assembly, Congress MLA K Lakshminarayanan and DMK MLA K Venkatesan submitted their resignation to Puducherry Assembly Speaker VP Sivakolundhu. Some of the resigned MLAs and the disqualified.
The motion of confidence conducted for Congress in the Pondicherry Assembly failed. After losing the majority, CM Narayanaswamy submitted his letter of resignation to the Lieutenant Governor of Puducherry.
