Unfortunately, we cannot verify the authenticity of the video of the Cardinal interacting with a purported IPOB member. The Indigenous People of Biafra (IPOB) is a separatist group of Nigeria that aims to have a separate Biafra country. In June 2021, a video of an IPOB member talking to Cardinal Francis Arinze of Nigeria was shared online. In the video, the IPOB member can be seen asking the Cardinal to ask the Pope to recognize Biafra. It was reported that Cardinal Francis Arinze was in Rome and that the IPOB member approached the Cardinal in a state building in Rome.

However, we did not find any credible reports verifying the content of the video. Thus, presently, we cannot check the veracity of this claim as there is very little evidence.
