The Muafakat Nasional (MN) alliance was created in September 2019 by the United Malays National Organisation (UMNO) and the Parti Islam Se-Malaysia (PAS) as an electoral pact with the primary goal of providing an "avenue for informal cooperation." PAS had planned to form a coalition of Malay parties in 2021, including UMNO, PAS, and the Parti Pribumi Bersatu Malaysia (PPBM), which UMNO opposes.

In a statement laden with references and Quran passages, PAS President Abdul Hadi Awang rejected its alliance with the MN and UMNO on November 26, 2021. Awang wrote in a Facebook post, "PAS rejects the National Consensus (MN), which is shackled by only involving UMNO and PAS. PAS also rejects the notion that denies the existence of a plural society that must be addressed by the larger idea of ​​the National Alliance." He emphasized that previously UMNO was merely a coalition of Malay groups and associations. It then merged with other parties such as PAS and Parti Negara to form a one-party and advocated alliance. But he also mentions, "PAS will only accept the MN charter that has completed the terms of the agreement signed, without conflicting with the agenda of achieving greater power and unity in the community through the notion of PN." PN stands for Perikatan Nasional, a political coalition that includes the PPBM. This means PAS will only support an MN if it does not clash with the unity objective pursued through the involvement of PN. According to Hadi, MN and PN are like arms of the same body, and if one or both are missing, the body suffers and is equivalent to only wearing one shoe.

On November 27, UMNO Deputy President Datuk Seri Mohamad Hasan tweeted that PAS chose PN, and UMNO acknowledged the choice. He also mentions that "PAS cannot use MN to force UMNO to accept PPBM because we are a real political enemy."

PAS's party leader rejected the MN-UMNO-PAS partnership. But Awang's Facebook post also mentioned that PAS would continue collaborating with MN and UMNO only when PN would also be a part of it. Though Awang claimed that PAS rejected the MN, limited to only UMNO and PAS, he also listed the alternative under which PAS could agree to continue its collaboration. Awang stated that his party would only support a fully working MN that does not prevent the PN from being included.
