In 2019 Biden announced that he no longer supported the Hyde Agreement, which bans federal funding for most abortions. It states that Medicaid will not pay for an abortion unless a woman’s life is in danger or the pregnancy resulted from rape or incest.

In response to the news, an article from March 2020 on U.S pro-life website lifenews.com claims that “Joe Biden not only thinks there is a right to kill babies in abortions, he thinks Americans should be forced to pay for killing those babies”.

Biden had previously stated in 1986 that while he generally supported abortion rights, he was uncomfortable with using government funds. Biden said that he had changed his mind on the issue because it made it harder for lower income and women of colour to access abortions.

As Medicaid is tax payer funded, it is true that abortions would at least partially be funded this way if Biden scraps the Hyde Agreement.

This does not mean that Biden supports government funded abortions under all circumstances, however. The article also refers to Biden’s commitment to codifying Roe v. Wade, which affirms that access to safe and legal abortion is a constitutional right. As noted in our previous fact check, this would would limit abortions to the first 20 to 24 weeks of gestation. The Democrats have noted that they believe every woman should be able to access high-quality reproductive health care services, including safe and legal abortion. But that does not mean the Democrats, or Joe Biden, call for women to have an unfettered right to terminate pregnancies up until the point of birth.

It is true that Biden would to some extent support tax payer funding of abortion as a right under Roe v. Wade. although there is no recent data on how much of tax payers’ money specifically would go towards abortions. However, the original source of this information, lifenews.com, is not neutral in its reporting. Together, this evidence suggests that the claim is only partly true.
