These policies severely downsized the indigenous Thorium Based Technology Programme(Fast Breeder Reactor or FBT)—thereby making India depend on foreign countries for advanced nuclear technology. He also claimed that the smuggling and illegal mining of the beach minerals started flourishing in the Kerala coastal lines after 2007 when Ilmenite was delisted from the list of prescribed substances by the then Prime Minister Manmohan Singh.

The government in 2012 says that the Department of Atomic Energy had not issued any license for handling or exporting Monzite or Thorium to any private company. A permit from the Department of Atomic Energy under the Atomic Energy Rules 1984 is necessary for exporting monazite, and violation of this provision is an offense under the Code of Criminal Procedure and is punishable with imprisonment. In 2011, Ilmenite was delisted from the prescribed substances list, and hence for the handling of the mineral, a license from the Department of Atomic Energy was not a requirement.

However, the allegations of Thorium scam against Sonia Gandhi are not investigated as of August 24, 2020, and are unverifiable.
